Proactively support Outlet Mall: Expand public transportation to the Outlets. Enhance customer experience, increase customer base, increase sales volume and assist and secure anchor tenant commercial leases.
Create a public-private improvement zone to develop a mixed use commercial, entertainment, residential and open space zone within the Old Town, Daily, Arneill, Ponderosa core area of the city. Adopt a mixed use development plan. Implement a marketing plan to attract anchor commercial businesses and entertainment venues to locate in Old Town and the Ponderosa Centers. Support and revitalize the Old Town Business Association with low interest revolving loan fund to upgrade the Old Town's appeal and appearance. Add cultural facilities to improve quality of life. Increase parking facilities within Old Town. Expand public transportation into Old Town and the Ponderosa Centers. Disseminate Requests for Proposals to develop a mixed use commercial-residential center with commercial units, hotels, restaurants, shops, multifamily median priced housing units and open space to increase commercial customer base and sales tax revenues.
Develop Public-Private Partnership to acquire SOAR designated acreage to ensure financially sustainable open space park land. Develop funding strategies for acquisition and preservation to prevent urban sprawl. Preserve and enhance ecosystem friendly open space park land to reduce and offset carbon footprint.
Increase manufacturing and high-tech employment opportunities: Foster a business-friendly governmental approach to attract businesses in industries with high growth potential. Amend the general plan to designate and establish manufacturing and high-tech zones. Designate land for future manufacturing and high tech-based campuses. Develop and implement an economic development business recruitment plan to attract clean manufacturing and high tech companies such as computer, biotech, A I, and robotics companies to expand and/or locate in Camarillo. Increase expected outcomes from Economic Development Director. Develop a small business incubator and an international trade incubator. Promote financial growth through access to capital, training workshops, and business consulting services.
Partner with education and business sectors to develop and promote intern/apprenticeship programs, career pathways, and employment pipeline through specialized vocational and technical education for youth, young adults, and unemployed workers. Provide City investment of matching funds to support vocational training, science, engineering, math (high-tech, computer, biotech, and AI), and entrepreneurship education. Develop education and retraining programs for adult entry into manufacturing, trades, and high-tech industries.
Implement a policy requiring housing growth to be balanced in pricing and density. Revise and amend Camarillo's General Plan to increase the number of new housing units. Promote in-fill construction of median priced residential units. Adjust height limit and unit density restrictions for mixed use designated areas. Develop a plan to mitigate future water shortages and traffic congestion caused by growth of housing units.
Support Camarillo police and public safety. Expand continuing education and training programs to enhance communication, transparency, best practices and community policing strategies. Continue annual review of Camarillo's law enforcement contract with Ventura County. Emphasize and support police enforcement against crimes against persons, property, illegal drug manufacture and sales and gang related activities.
Reduce city regulations, streamline procedures and provide a liaison to assist businesses and residents seeking to comply with city rules, licensing, permits and procedures. Establish biannual in-person or Zoom public town hall forums to provide open discussion regarding city issues, resolutions, plans and policies.
Upgrade and expand senior center facilities. Establish daily meal and nutrition programs. Construct health, exercise, and cultural center. Expand cultural and social programs. Provide public transportation.
Increase city-owned trolleys and mini buses and expand public transportation routes. Develop a city task force to study and implement changes to improve traffic flow patterns. Reroute U.S. 101 commute traffic around and outside the city to reduce freeway congestion.
Create a 25-year plan to increase water supply and water storage. Develop city partnerships with public entities and establish public and private financial resources. Develop and invest in infrastructure for water storage.
Establish a low-interest revolving home improvement loan program to aide seniors, veterans, disabled persons, and low to moderate-income homeowners to repair and upgrade homes and landscape appearance. Upgrade appearance of Camarillo common areas, street medians, buildings, parks and overpasses.
